Founder & CEO
Dr. Carlo Reyes, Md, esq.
Dr. Reyes graduated from Chicago Medical School in 1998 receiving his Medical Doctorate and Master's Degree in Applied Physiology. He competed a combined Emergency Medicine Pediatrics dual residency program in 5 years. He was Clinical Assistant Professor in the Departments of Emergency Medicine and Pediatrics at Olive View/UCLA Medical Center from 2003-2009. He was Vice Chief of Medical Staff at Los Robles Hospital in Thousand Oaks. California from 2012-2016.
Dr. Reyes has been the Assistant Medical Director of Emergency Medicine at Los Robles Hospital since 2013, and recently launched the Los Robles Emergency Medicine Residency program in 2023, where he serves both as Director of the Department and is an Associate Professor of Emergency Medicine.
While working in emergency medicine, Dr. Reyes attended Southwestern Law School from 2006-2010, passed the Bar and is also a healthcare attorney at Schaeffer Cota Rosen, LLP in Oxnard California. He is also the President of the Ventura County Medical Association.
Dr. Reyes has a passion for global medicine and health equity. In 2016, he founded Health-e-Charity (HEC), a U.S. 501 (3) non-profit organization which sends medical mission teams to access-challenged regions throughout the world. He has led medical missions to Honduras, India, Haiti, Iraq, Nicaragua, and the Philippines.
Dr. Reyes also founded Health-e_MedRecord (HEMR), a health IT company which builds physician-designed, patient-centric cloud-based platforms. In late 2022, Dr. Reyes announced a four-year partnership between HEC and the Manny Pacquiao Foundation (MPF) to send mission teams comprised of medical and IT professionals to the Philippines to deliver medical care and implement Bodhi Connect by HEMR, the world's first cloud-based Global Mission Medical Record and Virtual Telehealth platform. In February and March of 2023, HEC sent two medical teams to 8 different sites spanning 3 islands, coordinating the treatment of over 11700 patients using the Body Connect platform.
Currently, Dr. Reyes is an Associate Professor of Emergency Medicine at Los Robles Health System, and is the Assistant Medical Director of the Emergency Department. He is also the President of Ventura County Medical Association for the 2023 term.
Dr. Reyes' hobbies include hot yoga, boxing, meditation, and incorporating Lifestyle Medicine and other alternative healing practices.

Dr. Chambers is a pediatrician at Children’s Primary Care Medical Group in Escondido, CA. I believe that when we choose to work in healthcare, we have the opportunity to embrace and nurture a vulnerable community all around us. We don’t meet people under normal circumstances. We encounter them during their most difficult times, during times of fear and vulnerability. The real challenge is to rise to the occasion each day and serve with humility, compassion, and joy.
When I began to go on medical service trips 10 years ago in Honduras and Mexico, I learned that serving others is the greatest gift we can give ourselves. When we serve in remote communities, we also learn how surprisingly similar we all are, and the best kind of healing comes from that human connection. Each time we go out to serve, we are reminded of the universal importance of family. In every culture, the antidote to human frailty is the bond between mothers, fathers, children, and grandparents.

Mandeep Sablok, ms4

​Mandeep Sablok is one of the Co-founders and board members of Health-e-Charity. He will complete his Doctorate in Medicine from Avalon School of Medicine in July 2022, and will be applying for a medical residency. As a member of Health-e-Charity, Mandeep has had the opportunity to coordinate and participate in providing care to patients internationally. He has worked alongside Dr. Carlo Reyes since 2013, and has aided in creating and releasing two patient-facing health IT platforms, including Bodhi Connect most recently. Aside from his mission work, Mandeep has also helped launch a dual modality treatment for Major Depressive disorder using ketamine, and served as a psychiatric business consultant for one of the largest psychiatric practices in the greater Los Angeles area. In his spare time, Mandeep enjoys reading self-improvement books, with some of his favorite authors being Eckhart Tolle, Brene Brown, Ryan Holiday, and Oprah Winfrey.

Wendy Casson RN
Wendy has been a Registered Nurse for 18 years working in the ED. Prior to that she was an LVN for 7 years on a post surgical Orthopedic floor.
Wendy started as a medical volunteer with Health-e-Charity and has been on the board for 6 years."I am honored to be a part of Health-e-Charity and feel our potential is limitless." Wendy is a mother of two teenagers, who she hopes to be able to involve in mission work very soon. To see the world through the eyes of another human, to experience the struggles and the fortune of different cultures; to give back to this world in these times, is a gift."

Garrett inteso, rn
Garrett is a registered nurse in Thousand Oaks, California. Garrett Joined Health-e-Charity in 2019, when he went on his first mission to Honduras. His passion for missions grew and he became a board member in 2020. Garrett has a passion for helping others and connecting with people from all walks of life, which is why he chose nursing as his career path. He continues to devote his time serving to improve human life and well-being, and aspires to provide service to communities and villages worldwide. In his spare time, he enjoys the outdoors, especially mountain biking, snowboarding, and backpacking.

Dr. Arjun reyes, mD
Dr. Arjun Reyes is a practicing psychiatrist and a Diplomate of the American Board of Psychiatry and Neurology in Adult and Addiction Psychiatry, with over 20 years of clinical experience. He completed his psychiatry and Child Psychiatry fellowship training at the University of Southern California, where he also served as Chief Resident. He served as Chief of Staff at Pinegrove Hospital in Canoga Park, and is currently the Medical Director of the Henry Mayo Newhall Memorial Hospital Behavioral Health Unit. He is the managing partner of a four-psychiatrist medical group, and pioneer in the field of repetitive transcranial magnetic stimulation in the treatment of drug-resistant depression.

Amber Mejia FNP
My name is Amber Mejia and I am a family nurse practitioner. I currently work in adult primary care, neurointerventional surgery, and pediatric emergency medicine. In my free time, I love traveling, going to brunch with friends, crafting and listening to true crime podcasts. I have been to Iraq, India, and the Philippines with HEC, and I look forward to many more missions in the future.

Dane Melberg
Dane's interest in medical missions began after joining a disaster medical team in Haiti in 2010 as a paramedic. While caring for the wounded at the Project Medishare Hospital set up at the Port au Prince airport, he realized that to be effective at medical missions, more education was needed. He has since acquired new skills as an Emergency Room Technician, received a Bachelor of Science in Nursing and is pursuing a Fellowship of Wilderness Medicine through the Wilderness Medical Society. A student of all trades and master of none, he has provided medical care on six continents and enjoys experiencing new cultures. He currently works as a traveling nurse in Alaska and has national certifications in Trauma & Emergency Medicine. He is an active member of the Disaster Medical Assistance Teams and is currently enrolled in a Master of Public Health program studying Emergency Preparedness at the University of Nebraska Medical Center.

Lourdes Uichanco
Lourdes Uichanco retired just this year and worked in medical field as a Service Representative-Ambulatory Services for Kaiser Permanent for the Gastroenterology Department for 5 years and a Medical Coordinator for the Emergency Room for Los Robles Medical Center for more than 25 years. She received her Bachelors at California State Northridge in Linguistics and translated Japanese during her early career. A previous volunteer, she is now a Board Member for Health-e-charity. "I have found my aspiration in life to help the less fortunate and promote good will."
